23 building permits issued in second quarter of 2023

The city of El Dorado issued 23 building permits over the past four months and the total estimated value of $7.06 million included several major projects around the city, according to the Department of Public Works.

Building permits that were issued in the second quarter of the year — April, May and June — were valued at nearly $6.09 million, outpacing the total estimated value of permits that were issued during the first quarter of 2023 by almost $500,000.

The highest estimated value of the quarter came from six building permits that were issued in May for a total of $4.85 million.

The bulk of the amount, $4.8 million, stemmed from two building permits that were issued for two separate projects at Walmart Supercente­r — a remodel and an addition on the south end of the store, said Robert Edmonds, director of public works.

In June, a permit with an estimated value of $995,450, the largest of the 12 permits that were issued for the month, was for the demolition of Pilgrim’s Pride former poultry processing plant on South West Avenue.

The city condemned the property earlier this year and Pilgrim’s hired its own contractor, Milam Constructi­on, to take down the facility — a job that took several months to complete.

The plant has sat vacant in the 1800 block of South West Avenue since Pilgrim’s shuttered operations there in the spring of 2009.

City officials had said the Pilgrim’s complex had become an eyesore and standing water near the loading/ unloading docks and other areas on the grounds attracted mosquitoes.

In January, El Dorado City Council members voted to condemn the structure, among several others, for reasons that were described by the city’s Code Enforcemen­t Office as “dilapidate­d, obnoxious, unsafe and unsanitary.”

Eight building permits that were issued in June were for the demolition of several commercial buildings on West Hillsboro to make way for long-running plans by the Arkansas Department of Transporta­tion to widen Hillsboro/U.S. 82B through El Dorado.

A building permit was also issued in June for a remodeling project at TJ Maxx, 1835 N. West Ave. The value of the permit was estimated at $49,000.

Only two building permits were issued in July for a total of $976,000, the largest portion of which — $975,000 — pertained to the constructi­on of a new Dollar General store at 1202 N. College, a job that is expected to take about 90 days to complete.
