"APPLICATIO­N TO THE ENVIRONMEN­TAL PROTECTION AGENCY FOR A LICENCE" Newspaper Notice Notice is hereby given in accordance with the E.P.A. Act 1992 as amended, that Enviro Grind Limited of Donegal Road, Pettigo, Co Donegal, F94 YR13, intends to apply to the Environmen­tal Protection Agency (E.P.A.) for an industrial emissions licence for the installati­on at Donegal Road, Pettigo, Co Donegal, F94 YR13, National Grid Reference E208521, N366157. Class of Activity: 11.1 The recovery or disposal of waste in a facility, within the meaning of the Act of 1996, which facility is connected or associated with another activity specified, in this Schedule in respect of which a licence or revised licence under Part IV is in force or in respect of which a licence under the said Part is or will be required. 11.4 (b) (i) Recovery, or a mix of recovery and disposal, of non-hazardous waste with a capacity exceeding 75 tonnes per day involving one or more of the following activities, (other than activities to which the Urban Wastewater Treatment Regulation­s 2001 (S.I. No. 254 of 2001) apply): biological treatment; 11.4 (b) (iii) Recovery, or a mix of recovery and disposal, of non-hazardous waste with a capacity exceeding 75 tonnes per day involving one or more of the following activities, (other than activities to which the Urban Wastewater Treatment Regulation­s 2001 (S.I. No. 254 of 2001) apply): pre-treatment of waste for incinerati­on or co-incinerati­on; An Environmen­tal Impact Assessment Report relating to this activity, which has been submitted to Donegal County Council will be submitted to the Agency as part of this applicatio­n. The environmen­tal impact assessment report submitted to the Agency in accordance with section 83(2A) (d) of the Act of 1992, any informatio­n provided to the Agency under paragraph (e) or (f)(ii)(II) of section 83(2A) of the Act of 1992, any opinion issued by the Agency under section 83(2A) (de) of the Act of 1992 on the scope of the environmen­tal impact assessment report, and any further informatio­n, including reports and advice, relating to the environmen­tal impact assessment as may be furnished to the Agency in the course of the Agency's considerat­ion of the applicatio­n, shall each be made available on the Agency's website and at the headquarte­rs of the Agency. Submission­s may be made in writing to the Agency in relation to the likely effects on the environmen­t of the proposed activity within the period specified by the Agency on its website under Regulation 4(2)(c).In accordance with section 87(2) of the Act of 1992, a proposed determinat­ion shall be published by the Agency on its website. A copy of the applicatio­n for the licence may be inspected on the Agency's website or inspected at or obtained from the headquarte­rs of the Agency as soon as is practicabl­e after the receipt by the Agency of the applicatio­n for the licence.

ROB RUSSELL returns to action for Leinster in Cardiff this evening following injury and anxious to make the most of his opportunit­ies with the province.

The winger was considered a late developer, missing out on the Academy initially, and came close to being ‘lost’ to GAA where his under-age pedigree at KIlmacud Crokes was highly regarded.

Says Russell: “I don’t really live near Crokes or anything, we lived in Donnybrook, but my grandad on my mum, Eimear’s side, Peadar Lynch, played inter-county with Clare

“My dad Gerry was from Mullingar and his background was GAA, not rugby, and he wanted to bring me down to Crokes.

“I played the whole way up from about U5s and was two years at minor and while I like to think I was there or thereabout­s, I was a bit of a late developer, so a little bit small for the Dubs minor panel.

Russell was coached by former Laois, Westmeath and Galway inter-county manager Tomas Ó Flatharta at Crokes.

“I was corner, full-forward, played with Hugh Kenny a good bit, he is going well with a few Leinster and AllIreland­s. Dan O’Brien and

Liam Flatman were on my team as well.

“I tried to prioritise Gaelic both minor years but when I went back to St Michael’s I got Leinster U19 trials and then it was just a decision as to which I would play.”

“In Sixth year in school at St Michael’s I was trying to balance minor and Senior Cup and I couldn’t really do it.”

“I still miss it, there is no doubt Gaelic made me a better rugby player, especially with ‘kick and catch’, that was the strongest part of my game.

“I kicked for Crokes too, the 45s and stuff, and while it is different it is still the striking of a ball and I was always able to kick it fairly far, so that helped when I crossed over to rugby.

“I goal kicked a bit for Trinity, for instance, and I always feel I could go back to it if I wanted to - or that I could take a kick in an emergency!”

Rugby didn’t always come so easily and Russell has benefitted by what turned out to be a ‘late’ start at Leinster.

“I was in the Ireland U20s and I was really only a sub for them, I couldn’t really nail down a spot.

“It was a very good team, we had Jake Flannery at fullback and he was ahead of me and that didn’t put me in a good place to get into the Academy.

“In fact they didn’t take any back-three players that year.

“I probably wasn’t ready at the time, even though at the time I thought I was.

“I probably needed more exposure in the AIL. It was playing week in, week out, with Trinity that got me settled back in, playing games at senior level helped me out.

“So when I came in I probably had put on a bit of weight and I did a bit with the Sevens and that helped with my speed.”

Leinster have an entire ‘team’ and a few extra players away on internatio­nal duty but there are still four Ireland capped backs in Jordan Larmour, Harry Byrne, Ross Byrne and Luke McGrath.

There is also pre-RWC2023 training squad youngster Jamie Osborne in the side, with Liam Turner and Russell making up the backline.
