Hemant Soren cabinet on Wednesday approved the proposal doubling the monthly honorarium of the village heads of tribal villages in the scheduled districts of the state as per their hierarchy, officials said.

The cabinet approved the proposal of the welfare department, cabinet secretary Vandana Dadel told reporters.

“As per the approved proposal, Manki-Mundas will now get Rs 6,000 instead of Rs 3,000, the honorarium of gram pradhans has been doubled to Rs 4,000 while other traditional village heads Dakuas would get Rs 2,000 per month,” she added.

The decision holds significance as the development comes barely months before the state heads into the assembly elections. There has been constant demand of the tribal village heads to increase their honorarium. Of the 24 districts in the state, 13 are scheduled districts under Schedule V of the Constitution.

The tribal villages are monitored by the traditional gram pradhans bearing different names in different villages, with varying degrees of power. Manki-Mundas are gram pradhans in Kolhan division of the state and they also hold some administrative power besides the role played by other gram pradhans.

Besides increasing their honorarium, the state cabinet also approved the proposal amending the ‘Jharkhand Karyapalika Niyamawali 2000’, transferring all matters related to the central agencies to the department of cabinet secretariat and vigilance.

“All matters related to the central agencies barring those under section 5&6 of the Delhi Special Police Establishment Act, which falls under the home department, would now be under the cabinet secretariat and vigilance department,” said Dadel.

The cabinet also approved amendments in implementation of the state government’s Mukhyamantri Maiyan Samman Yojna, allowing offline submission of the form by the beneficiaries.

“The beneficiaries can now also submit offline application. Digitisation of these applications and other verifications would be done online in the back-end. This has been done to ease out the problems being faced by women in submission of the applications due to net connectivity and slowing down of the server,” said Dadel.

The flagship scheme was formally launched on August 3, which aims to give Rs 1,000 per month to all women in the age group 21 to 50 years holding ration cards. The state estimates to cover around 50 lakh women of Jharkhand under the scheme.
